Opening of an account in the register of carbon units to foreigners
The Government of the Russian Federation has adopted amendments to the regulations governing the activities of the register of carbon units.
By the Decree of the Government of the Russian Federation dated September 28, 2023 No. 1583 allows foreign persons opening of an account in the register of carbon units without registering a personal account on the Unified Portal of Public Services.
Interaction between the carbon unit registry administrator and foreign participants will be carried out through international electronic document management systems.
In the near future, all the necessary information for opening of an account will be posted on the register of carbon units website.

The operator of carbon units registry has extended the current fees until 31.12.2026
The Carbon Units Registry Operator has extended the validity of the current fees through 31 December 2026, in accordance with the Resolution of the Government of the Russian Federation N 518 dated 30 March 2022 (as amended on 30 November 2022) “On the Procedure for Determining Fees for the Operator of Registry Providing Services for Carrying out Transactions in the Carbon Units Registry”.
We also hereby inform you that, following the entry into force on 1 September 2026 of the Resolution of the Government of the Russian Federation N 234 dated 05 March 2026, the service for reinstatement of cancelled carbon units has been removed from the Registry Operator’s service offering. Accordingly, no fee shall henceforth be established for this service.
