The federal law exempts from April 1, 2024 from value added tax the services of a carbon units registry administrator. The measure is being implemented in accordance with the instructions of the President of the Russian Federation and the Strategy for the socio-economic Development of the Russian Federation with low greenhouse gas emissions until 2050.

The adopted law will help reduce costs for climate project implementers and other participants in the carbon market. The initiative is aimed at stimulating the implementation of climate projects, as well as the development of the carbon market as a whole. The document was adopted by the State Duma on February 20, 2024 and approved by the Federation Council on February 21, 2024.
